Why this comes up
A low overall fill rate can be caused by a sourcing problem, a submission-quality problem, or an interview-to-offer problem, and each needs a completely different fix. Looking at a single blended fill rate hides which stage is actually broken; this engine breaks the funnel apart stage by stage to find it.

Worked example: 20 job orders, 80 qualified candidates sourced, 40 submissions, 18 interviews, 9 offers, 7 starts.
Job Orders to Candidates: 80 / 20 = 4.0 (funnel widens, one job order sources several candidates) Candidates to Submissions: 40 / 80 = 50% Submissions to Interviews: 18 / 40 = 45% (the bottleneck, the lowest narrowing stage) Interviews to Offers: 9 / 18 = 50% Offers to Starts: 7 / 9 = 77.8% Overall Conversion: 7 / 20 = 35%
What this means
- A funnel can legitimately widen before it narrows, one job order sourcing many candidates is normal, not a warning sign. What signals a real problem is a stage that goes from a positive count to zero, not a stage that expands relative to the one before it.
- The bottleneck stage here, Submissions to Interviews at 45%, is where fixing something would move the overall number the most; improving a stage that's already converting well has much less leverage.
- Once you know the bottleneck, the fix is specific to that stage: a submission-to-interview problem usually means submission quality or client responsiveness, not a sourcing volume problem.
